The Humane Society Of Eastern Oregon\Pet Rescue is an open-door, non-profit animal shelter and adoption facility serving the Umatilla and Morrow County area. We are a municipal animal shelter for the city of Hermiston. We are dedicated to providing adequate shelter for homeless animals, uniting families with their lost pets, and finding abandoned animals their forever families. These may be dogs and cats that have been abandoned, lost, or even surrendered to us by their owners because of difficult circumstances.


We are not a no-kill animal shelter. However, as long as animals are healthy and not aggressive we keep animals up for adoption as long as possible. We do not have a specific time frame for keeping an animal. In fact, we have had dogs and cats in our facility many months prior to adoption.


It is our goal to place dogs and cats in loving, responsible, committed permanent homes. Our adoption process includes taking considerable care in finding good matches and educating prospective adopters about the responsibilities of bringing a dog or cat into their homes and lives.


Our group remains interested in and committed to the welfare of the animal beyond the adoption process. With every adoption, we have a 3 day return policy. If for any reason your new pet is not a good fit, we will refund all the adoption fee within 3 days. Also, every adoption comes with a free vet examination by appointment at one of our local vets. If an animal is not spayed or neutered before adoption, our shelter refunds $50 of the adoption fee if a dog is fixed within 60 days, and $20 if the cat is fixed within 60 days of adoption.

OUR HUMANE SOCIETY OFFERS A SPECIAL FOR LITTERS OF PUPPIES. IF AN OWNER SURRENDERS AN ENTIRE LITTER OF PUPS BETWEEN 6-8 WEEKS OF AGE TO OUR SHELTER, WE WILL TAKE THE PUPPIES FOR FREE, PROVIDE THE VACCINATIONS, AND ADOPT THE PUPS TO FOREVER FAMILIES THROUGH OUR ADOPTION PROCESS. THIS IS AN INCENTIVE TO PUT PUPS IN LOVING AND COMMITTED HOMES. ALSO, IF THE ENTIRE LITTER IS SURRENDERED, WE WILL PROVIDE THE FUNDS TO SPAY YOUR MOMMA DOG

Surrender Fees

Our Humane Society takes in dogs and cats from individuals who for various reasons can not keep his or her animal. We will do our very best to find a loving, permanent home through our adoption process as long as the dog or cat is healthy and not aggressive. Our facility charges a minimal fee to help accomplish this goal. Your surrender fee will help shelter, feed, vaccinate and care for the animal while we do our best to find his or her forever family. We are not able to guarantee an animal will be adopted. Our shelter does not have a specific time frame for keeping an animal. We have had both dogs and cats in our care many months prior to adoption. As long as the dog or cat is healthy and not aggressive we will do our best to re-home the animal. The surrender fees we charge are as follows.

We are a Municipal Shelter for the city of Hermiston. When a dog is impounded the city of Hermiston requires the owner pay an impound fee prior to the animal being released to its owner. The impound fees are collected at our shelter and are as follows.

The city also requires current rabies vaccinations. If an impounded dog is not current our facility charges for a vaccination at the rate of $50.


The city of Hermiston requires your dog to be licensed. If an impounded dog is not current on a city license our shelter charges the following fees for city licenses.

non spayed\neutered dogs $25.00


Each day a dog is in our facility we charge a boarding fee of $20 per day.

*All fees collected other than the boarding fee are reimbursed back to the city of Hermiston.

ANimal Control Resources

We have a contract with the City of Hermiston to take in and care for all stray dogs within the city limits of Hermiston. The Hermiston Police Department is the animal control and they bring impounded dogs to our facility. If they need assistance, we offer help on an on call basis.


Morrow County has animal control. Please contact the Morrow County Sheriff Department at 541-676-5317. They bring all strays to our Humane Society.


Surrounding cities such as Umatilla, Irrigon, Stanfield, and Heppner all bring impounded animals to our facility. Their animal control numbers are as follows.

Umatilla County does not offer animal control and does not fund stray surrenders. We do not have a contract with Umatilla County. However, (If we have available space) there is an option. If we have available space, Umatilla County residents can surrender a dog for the fee of $100. If the dog is claimed within 5 days by its owner, the owner is charged an impound fee, at which time the individual who surrendered the animal will be reimbursed their initial cost.



*Prior to claiming a dog impounded by cities such as Umatilla, Irrigon, Stanfield, and Heppner, an owner must pay the proper impound fees before our facility can release the dog. All fees are paid at each cities city hall. Also, each city requires a current rabies vaccination. If your animal is not current, a $50 rabies vaccination will be charged prior to releasing the dog plus a $20 per day board fee.



Volunteer Opportunities

Adult (Age 18 and older)


Student (Age 15-17) An adult must go over, read, and sign the application with the youth. Students are required to be able to work unsupervised.


Jr. Volunteer (Age 10 to 14) An adult must go over, read, and sign the application with the youth. An adult must accompany the youth when volunteering.


Willing to commit to a routine schedule at the shelter.

All prospective volunteers need to fill out a Volunteer Application. You may call the shelter to request one at 541.564.6222 or come to our shelter and receive one in person. Simply fill out the information and if necessary get a parent signature as well.

Once we receive your Volunteer application, we will set up a time to meet and you can become more familiar with the Shelter.

If accepted, you will be scheduled into your respective area of interest.

After this process is complete, you will become an “official volunteer” with the Humane Society Of Eastern Oregon . You will remain on our volunteer roster as long as you continue to volunteer on a routine basis.
